This question comes up a lot. You really have to split it into two different scenarios: jamming multiple terminals on the ground, and jamming multiple satellites in the sky. The technical difficulty is night and day.
For multiple terminals: That’s the easy part. As long as the terminals are all sitting inside your jamming beam’s coverage sector, you get them all in one go. Take a solid 90-degree sector antenna transmitting a wideband barrage signal—whether there are 10 terminals or 50 in that sector, if they’re receiving the downlink, they all get suppressed at the same time. It’s the same principle as a Wi-Fi jammer blocking multiple phones; the number of terminals doesn’t really matter, it’s all about spatial energy coverage. That’s why we usually ask a customer, “What angle and what distance do you need to cover?” rather than “How many dishes do you want to kill?”
For multiple satellites: This is where it gets complicated. A Starlink terminal usually connects to just one satellite at any given moment and then hops between them. If you want to simultaneously suppress the downlink signals from several satellites overhead, you’ll need multiple transmitters, or a single cabinet with multiple independent RF channels, each pointing at a different satellite. Because those birds are in LEO moving fast—azimuth and elevation are constantly changing. Our usual approach is to equip a high-power fixed site with two or four independently steerable parabolic dishes, or use a phased-array antenna to generate multiple beams. Each beam tracks one satellite independently and injects jamming into it. This setup isn’t cheap, but it guarantees no signal leaks through your airspace. If a customer doesn’t have an absolute requirement to deny the entire sky, we tend to recommend swept or follower jamming that only hits the active channels—much better value for money.
So, the bottom line is: against the ground (terminals) it’s easy; against the sky (satellites) it’s expensive. The exact solution has to be shaped around the threat model you’re trying to block.
